Sevier County — Tennessee's Lowest County Rate

Sevier County carries a base county property tax rate of $1.48 per $100 of assessed value — the lowest county rate in Tennessee. This low rate exists because Sevier County's enormous commercial property base from Dollywood, Pigeon Forge hotels, Gatlinburg attractions, and millions of annual Smoky Mountains visitors generates massive sales tax revenue that offsets property tax needs. Sevier County residents benefit from tourism subsidizing their property tax burden in a way that no other Tennessee county replicates.

Tax calculation for a $600,000 Sevier County lakefront home: $600,000 × 25% = $150,000 assessed. $150,000 ÷ 100 = 1,500. 1,500 × $1.48 = $2,220 per year in county taxes. Properties within Sevierville city limits pay an additional $0.4254 per $100; within Pigeon Forge city limits an additional $0.1652 per $100; within Gatlinburg city limits an additional $0.1257 per $100. Most Douglas Lake waterfront properties are outside these city limits in unincorporated Sevier County and pay only the $1.48 base rate.

The Short-Term Rental Classification Warning

This matters specifically and substantially for Sevier County Douglas Lake buyers who plan to operate short-term rentals. Tennessee commercial property is assessed at 40% of appraised value rather than residential's 25%. If a Sevier County property is classified as commercial — which can happen when it operates primarily as a vacation rental business rather than a primary or secondary residence — the effective tax rate per dollar of market value increases by 60%. Whether an STR property is classified as residential or commercial in Sevier County depends on use patterns, whether the owner claims it as a primary residence, and how the property is presented to the county assessor. Properties that are explicitly marketed exclusively as vacation rentals with no owner occupancy may face commercial classification. Confirm the classification question with the Sevier County Assessor before purchasing a property you intend to operate as a full-time STR. Cocke County — Newport Area, 2025 Reappraisal

Cocke County covers the southeastern section of Douglas Lake toward Newport and the French Broad River corridor. Cocke County was among the 20 Tennessee counties that underwent a 2025 reappraisal. New rates were being set at the time of this writing and the pre-reappraisal rate figures may no longer be operative. Confirm the current Cocke County property tax rate directly with the Cocke County Trustee in Newport before relying on any published estimate. The effective pre-reappraisal rate ran approximately 0.64% of market value — after reappraisal and revenue-neutral rate adjustment, the new rate may differ significantly.

Grainger County — Northern Shoreline

Grainger County covers a smaller segment of the northern Douglas Lake shoreline. The effective property tax rate runs approximately 0.59% of market value historically. For the current statutory rate per $100, verify with the Grainger County Trustee. Grainger County is the most rural and least developed of the four Douglas Lake counties, with lower land prices and limited commercial infrastructure relative to Jefferson and Sevier.

Senior and Disability Relief

Tennessee's state Property Tax Relief program provides state-paid relief on the tax applicable to the first $30,000 of market value for homeowners age 65 or older with annual household income of $37,530 or less. Qualifying 100% service-connected disabled veterans and surviving spouses of those killed in action receive relief on the first $175,000 of market value without income testing. Jefferson County is the primary lake market — the most listings, the most established waterfront communities, and the county seat of Dandridge directly on the shoreline.
