The U.S. Army Corps of Engineers built Philpott Dam in 1948-1951 and retains ownership of all 100 miles of shoreline as federal public land. No private individual owns land on the Philpott Lake shoreline. No private dock permits can be issued because there is no mechanism for private shoreline use under the USACE project. The lake that search results show as 'Philpott Lake real estate' refers entirely to properties in the surrounding communities -- Rocky Mount, Martinsville, Stuart, and the rural counties -- not to lakefront homes that do not exist.
The 2020 spillway event: first time in 70 years
On May 24, 2020, heavy rainstorms caused water levels to rise enough for water to flow over the Philpott spillway for the first time in the dam's history. A landslide just downstream of the dam damaged the powerhouse and other infrastructure so severely that the powerhouse remained off-line for over two years. Bank stabilization was attempted but not fully successful. This event -- unprecedented in Philpott's 70-year operating history -- revealed the scale of rainfall that the upper Smith River watershed can produce and the dam's flood storage capacity.
Premier walleye fishery sustained by 144,000 annual stockings
Philpott Lake is one of Virginia's premier walleye destinations despite the fact that walleye do not reproduce naturally here. Virginia DWR stocks approximately 144,000 walleye fingerlings annually to sustain the population. Most adult walleye average 17 to 21 inches, with occasional fish in the 6-to-8-pound range caught in the lake. The spring walleye spawn (March-April) concentrates fish in the headwaters above mile marker 12, the Runnett Bag Creek arm, and the area from mile marker 3 to the dam. This sustained stocking program produces consistent fishing quality that USACE reservation-fee campgrounds and boat ramps serve.
The real estate market: buy in the counties, not on the lake
Buyers who want to live near Philpott Lake buy in the three surrounding counties. Franklin County (Rocky Mount as county seat) at $0.430 per $100 TY2025 is the most affordable county tax rate of the three. Henry County (Martinsville as county seat) at $0.555 per $100. Patrick County (Stuart as county seat) at $0.730 per $100 -- but with the lowest home prices of the three counties. The choice of which county to buy in is partly about tax rate, partly about proximity to preferred lake access points, and partly about which town's services best match the buyer's lifestyle.
